Case Study : Assisting in the Libya Healthcare Mission

Amidst a raging internal war, Mark Chambers, Senior Consultant to Response Systems, deployed to Libya with a team of medical professionals on a humanitarian aid mission. The regime in power was using hospital access as a tool to thwart the insurgency movement. Mr. Chambers was assigned to assist with a comprehensive assessment of the Libyan healthcare system and to make recommendations on immediate opportunities to meet surging demand as well as assess required sustainability actions. The task required a balance of vigilant planning yet often presented opportunities for real time training for emergency medical professionals.

Mr. Chambers and the rest of the team were able to complete an assessment of the Libyan healthcare system that included hospitals, emergency medical services, pharmaceutical services, and combat medicine. Mr. Chambers worked alongside local physicians, nurses, and other medical professionals in medical facilities as well as in the field with both EMS and rebel military officials. “It is my hope that the knowledge and training offered to the Libyan people will better their healthcare systems and ultimately increase the quality of life for many people who have been negatively affected by the recent events of political and economic change.”

Mr. Chambers remains in contact with Libyan healthcare officials and the National Transitional Council in a consulting capacity for healthcare operations and disaster medicine strategy.
